| The article examines current issues of the relationship between popular representation, the administrative
command approach to public administration and ochlocracy. The author substantiates the point of view that the accel
erated development of a number of administrative-command approaches in modern Russia should be regarded as a
kind of compensation for the “romantic” model of unlimited popular representation. This should not develop into a
diminution of the constitutional rights and freedoms of citizens, or an unjustified restriction of the legitimate compe
tence of representative assemblies. The expansion of the principle of the unity of the public authority system should be assessed positively if it is interpreted as a means of ensuring popular and state sovereignty while maintaining the guid
ing principle of the principles of humanism, the supremacy of human rights, the dignity of the individual, and the effec
tive and constructive separation of powers. |
