| The article is devoted to the analysis of the views of police scientists of the 19th - early 20th centuries on the devel
opment of education in the context of state organizational, legal and material support. The work emphasizes that such
outstanding legal researchers as V.F. Deryuzhinsky, I. E. Andreevsky, L. von Stein, V.M. Gessen, I.T. Tarasov, un
doubtedly recognizing the state determinant in the development of an all-class, consistent educational process, did not
deny the beneficial influence of private initiative, capable of supporting the functioning of non-state educational institu
tions. The purpose of writing the article is to historically and legally reconstruct the views of police scientists on the
attitude of the state to the problem of education development. Particular attention is paid to the ideas of researchers about the status of educational institutions, the peculiarities of the organization of their functioning, the interaction of
higher and lower educational institutions. The features of the authors' views on the problem of the relationship between
secular and church education are noted. It is concluded that the science of police law and state asserts the relevant idea
of legislative registration of certain benefits and preferences for persons who have received the appropriate education.
The following research methods were chosen: comparative legal analysis, induction, structural-systemic, content analy
sis, modeling. |
