| The article highlights the most significant aspects of digitalization in the implementation of departmental control in the internal affairs bodies of the Russian Federation. Based on a systematic analysis of the work experience of the organizational and analytical Department of the Ministry of Internal Affairs of Russia, the advantages of a qualitatively new level of organization of inspections in all areas of professional activity are identified and proved. The main purpose of the study is to analyze the transformation of the departmental control function in the Ministry of Internal Affairs of the Russian Federation under the influence of digital technologies, identify systemic contradictions in this process and substantiate the need to build a theoretical and legal model of "intellectual control". The methodological basis was formed by a set of methods, including a dialectical approach, comparative legal analysis, modeling method, as well as empirical methods for analyzing documents and statistical data. As a result, the author's position is formulated, confirming the high potential of intelligent monitoring, but also system contradictions and "bottlenecks" of implementation are revealed. Scientific novelty consists in a comprehensive consideration of monitoring not as a technical function, but as an element of the public administration system that affects the legitimacy and effectiveness of government decisions, as well as in the formulation of specific theoretical and practical conclusions with scientific novelty. |
