| The development of the European Union's foreign policy towards the African continent over the past three decades has reflected a structural evolution from a universalist normative rhetoric to a regionally differentiated strategy combining peacekeeping and antiterrorist initiatives with instruments of economic influence. The article reveals the internal foundations of the formation of the regulatory framework of the European Union in the context of institutional contradictions, as well as analytically comprehends the multiplicity of interpretations of the normative force of the European Union, which determines the ambiguity of its position in relation to Africa. Special attention is paid to the strategic document flow - from the Cotonou Agreement to the Global Europe program, including the fundamental regional strategies of the European Union for the Sahel, the Horn of Africa and the Gulf of Guinea. Official sources show that Africa occupies a key place in the European Union's foreign policy, reflecting a shift in the global configuration and the European Union's desire to adapt its influence to the conditions of a multipolar world. The analysis is completed with an assessment of the current resource of the European Union and positions in the African direction in the context of geopolitical competition in 2023-2025. |
