| The article provides a comparative analysis of the constitutional and legal status of heads of state and the speci fics of public authority systems in Saudi Arabia and the United Arab Emirates (UAE). It identifies common features and differences in the organization of supreme authority in the two countries, taking into account religious, histor ical, and political contexts. The methodological foundation of the study includes the civilizational approach, the dialectical method, formal legal analysis of the texts of the Basic System of Governance of Saudi Arabia (1992) and the Constitution of the UAE (1971), the comparative legal method, and the historical legal approach. The study reveals common features of the power systems, such as: clan-based structure; dynastic nature; hereditary rule; recognition of Islam as the state religion; the Quran and Sunnah as the primary sources of law. Key differences have been identified, stemming from the specificities of historical development and state structure. The scientific nove lty lies in the systematization of constitutional and legal differences in the statuses of the heads of state in Saudi Arabia and the UAE, considering both normative acts and actual political practices. |
