The article discusses the phenomenon of social engineering as a particular manifestation of the human ability to transform and construct material and social worlds. The author proposes a definition of engineering and social engineering, analyzes the achieved level of awareness and conceptualization of engineering component in order to consciously design and implement social and cultural change and innovation. Consistent engineering approach in socio-humanitarian knowledge and social management and innovation is regarded as an objectively necessary requirement of the successful development of society under the conditions of the rapid growth of the complexity of the technical civilization basis and social and environmental problems.
