The necessity of structural policies focused on innovative development is substantiated. The problem of low labour productivity, which impedes balanced structural policy, is considered. Particular attention is given to the analysis of spending on research and development, which interacts with the structural limitations of the economic system. An analysis is provided of the innovative development level of the region's industry. The authors propose some lines of action for implementing state structural policy in the economy of the Nizhni Novgorod region.
