The article presents the results of empirical research aimed at the public opinion study regarding the Law of the Yaroslavl region No. 32-z dated 28/06/2013 "On certain aspects of the organization of major repairs of common property in apartment buildings of the Yaroslavl region". According to the results of the study, we can make a conclusion that Yaroslavl’s citizens perceive the new reform as a public good dilemma. The article also describes the response strategy to the situation of the dilemma ("altruistic", "conformal", "aggressive", “competitive”) and shows the characteristics of respondents who have made their choice in favor of each of them. We discuss the main problem areas related to the implementation of the law and provide some recommendations for addressing the problems.
