This article summarizes the experience of developing and piloting educational programs of higher professional education in the subject area "Foreign Languages" on the basis of the Tuning methodology. It contains a description of the historical context of the project implementation in the Russian Federation, which was financed through the Tempus programme. Main stages of the methodology implementation are characterized, as well as its participants, aims and objectives. This theoretical background serves as а foundation for the development of the competences and the learning outcomes for the education programmes in the subject area "Foreign Languages", as well as the structure and the content of the modules and course units intended for piloting. A special emphasis is made on the delineation of the levels of competences achievement between the two cycles of education (bachelor-master).
