The paper presents an analysis of the impact of democratization and nation building processes on the program of civic education in Russia, in the form in which it is regulated by the state. Civic education is examined at the macro level, based on an analysis of the various laws and regulations on education adopted since the 1990s to 2003, as they allow us to trace the dynamics of educational policy in Russia during this period. It is concluded that modern civic education system contains a contradiction between the objectives of the development of citizenship and patriotism. Some pedagogical ways to resolve this contradiction are proposed.
